Overseer reports for all shelters and huts have been going to Henry Horn. Henry had the responsibility to appoint and remove overseers as well as repair and build shelters and huts. The Executive Committee discussed this. All agreed this is a huge responsibility and it would be better to have shelter or hut overseers report to the trails district manager.
Henry will focus on major repairs, such as a roof replacement or repair of a broken beam. The maintenance huts in SNP and on the Vining Tract are not affected and oversight will continue unchanged.
District managers need to monitor what’s going on with the shelters/huts and counsel overseers if a job isn’t getting done, and appoint new overseers as appropriate. This model is one that Walt Smith and Pete Brown have been following in their districts for a while and it has proved to be quite effective. Vouchers from overseers should be reviewed by the district manager and forwarded to he Supervisor of Trails, who will approve them for payment and forward a copy to the Supervisor of Facilities Management.
The Supervisor of Trails will work with district managers to reassign shelter/hut overseers. He will notify shelter/hut overseers of the change in the reporting structure. He will also ask the Webmaster to route copies of shelter/hut overseer reports to the district managers.
Campsite oversight was not discussed by the Executive Committee, but they don’t seem to be getting proper attention.
